Salary: £21,990- £28,821 net per annum

Oxfam GB in southern Sudan seeks to provide positive solutions to alleviate poverty & suffering and has been operating programmes in Southern Sudan for more than 20 years. The southern Sudan programme is currently implementing Public Health, Livelihoods and Emergency Preparedness Programmes in Upper Nile, Lakes and Western Equatoria states. We are currently looking for a dynamic, experienced and knowledgeable Public Health Engineer to enhance the impact of our work in southern Sudan.

 

The Role

As the post holder you will have strategic oversight of Oxfam's public health strategy and operations across all Oxfam's areas of operation in southern Sudan. As such, you will be expected to make specific technical and strategic recommendations to the Deputy Country Director, and to closely advise the Programme Managers and teams on implementation. You will help to ensure the public health programme remains dynamic, using scenario planning to anticipate future public health needs and developing new programme approaches to respond to the changing needs of the people in southern Sudan. Furthermore you will be expected to ensure gender mainstreaming is properly addressed through programme assessment, planning and implementation. You will liaise with the Oxfam technical advisors in Nairobi, Oxford to ensure a consistent approach is taken on technical issues in similar contexts, and that the southern Sudan programme learns from elsewhere. Additionally you will analyse, coordinate and communicate complex public health information at many levels to a wide audience, both internal to Oxfam and to external actors such as Government Authorities, UNICEF and relevant INGOs. You will assist in the design and implementation of effective monitoring and evaluation of the programme to help in routine impact analysis. You will be expected to lead on the development and production of technical proposals to donors and provide technical input into internal and donor reports as well as contribute to the development of policy positions based on practical lessons learned.

The Person

To be successful in this role you will have a recognised degree qualification in Public Health Engineering as well as substantial experience in managing public health programmes, preferably with experience in insecure contexts. You will have a sound understanding of participatory and community-based approaches to public health, with previous experience of building the capacities of local staff and partners. Strong leadership skills and several years' experience of working in a management position within a team structure are essential. Proven ability to think and plan strategically as well as support the leadership of the Country Management team will also be critical for this role. Your communication and interpersonal skills will be excellent and you will be able to produce quality information proposals, analysis and reports. You will have knowledge and experience of computer systems and above average self-management skills with ability to prioritise own workload and work independently to achieve results and meet deadlines. You should be willing to work and travel at short notice and sometimes harsh and insecure conditions.
