Notre but est de travailler avec les autres pour vaincre la pauvreté et la souffrance en RDC à travers une bonne gouvernance afin d'assurer l'accès aux services de base, a la réponse humanitaire, a la protection et l'accès à la sécurité alimentaire. Oxfam GB est présent en RDC depuis plus de 40 ans, et est actuellement opérationnel à travers dans huit endroits différents au niveau du pays.&lt;br /&gt;

&lt;strong&gt;Le rôle&lt;/strong&gt;&lt;br /&gt;
Nous avons besoin d'un gestionnaire de finance fort capable de diriger notre équipe de finances et systèmes dans la province du Sud Kivu dans l'Est de la RDC. Ce rôle sera axé sur la programmation financière pour des multiples sites avec une variété de bailleurs de fonds et de projets, avec des budgets allant jusqu'à 6 millions des dollars américains. Travaillant en étroite collaboration avec le coordonnateur provincial, les responsables de programme et les équipes des finances de chaque site ainsi que l'équipe de coordination financière basée à Goma, le titulaire du poste assurera la qualité de la comptabilité, la production en temps opportun du suivi financier, des rapports des donateurs, et de surveiller toutes les opérations financières en contrôlant et en réduisant les risques. Le titulaire du poste aura pour rôle le renforcement des capacités et des connaissances des équipes avec lesquelles il travaille en vue d'améliorer davantage la qualité des procédures financières.&lt;br /&gt;

Contextual Setting:&lt;/strong&gt; &lt;/span&gt;&lt;/div&gt;

    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;The Southern Africa region continues to be affected by transitory shocks and stresses to food and livelihood security especially in Zimbabwe, Angola, Mozambique, Malawi and Zambia. Frequent natural disasters such as drought, hailstorms, epidemics. and floods as well as unpredictable and manipulated markets exacerbate the situation of people who are already chronically food insecure and vulnerable. Current climate change scenarios also forecast an increased frequency of such natural disasters. Additionally poor essential service coverage translates into minimal mitigation capacity and resilience for communities at risk. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;There is a need for governments and others stakeholders to implement effective contingency plans as well as invest in long-term social protection programmes and Disaster Risk Reduction (DRR). Appropriate emergency food security and livelihood responses strengthen the linkages between DRR and preparedness and medium-term social protection programmes essential to transitory crises. Countries for the most part are unable to develop and implement effective contingency plans to address issues of food insecurity due to insufficient capacity. The underlying causes to slow-onset emergencies are often related to complex, markets, intra-country distribution systems and poor governance and services. Vulnerability Assessment conclusions and crop assessments are often not factored into contingency planning processes and therefore situations reach crisis and emergency proportions before they are recognised as such. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;There are various initiatives that are currently underway to address these challenges. These include work that is done by both regional as well as country level actors in strengthening coordination and collaboration, information sharing (OCHA/RIACSO), the utilisation of decision -making frameworks through the use of indicators identified by the FAO/IPC project, work undertaken by the R-VAC as well as investments by donor agencies. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;Organisations such as Oxfam GB have an increasingly important capacity building and evidence-based advocacy role to promote food security, social protection and DRR in the region to address these issues of chronic food insecurity and vulnerability. Specifically these roles include strengthening coordination and collaboration through networking and participating in relevant discussions, holding stakeholders accountable through evidence based advocacy and using experience and organisational knowledge to strengthen and develop capacities. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;Oxfam GB has prioritised EFSL as a key component within its 2010/2011 'Rights in Crisis' priorities and therefore this role is significant in accomplishing outcomes within this area of work. However recent re-structuring and staff transitions have significantly affected the 'decentralised' ability of the Oxfam GB's 'programme to effectively influence and respond to the EFSL agenda and needs in the region and in Zimbabwe. Currently the region has only 2 EFSL capable staff in Malawi (one at a junior level of D1 and the other at C1) and there is no regional EFSL capacity within the Regional Centre. Zimbabwe has recently recruited a C1 level open-ended EFSL team member as part of a longer-term commitment to EFSL in Zimbabwe. These transitions have significantly constrained the ability of the Oxfam GB's programme in the region to engage in relevant discussion and dialogue, design and implement short and medium term EFSL responses, advocate for key issues, strengthen the capabilities of country office programmes, ensure that there is a flow of information to and learning within the organisation as well as inform and influence key stakeholders. There is also a need to maintain Oxfam GB's credibility and legitimacy as a key actor in the area of EFSL programming. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;EMMA is an Oxfam, IRC and Practical Action developed and published tool that is used to inform appropriate response decisions in humanitarian responses by assessing market capacity post emergency. Good practice standards, guidelines and evaluations, all emphasize the importance of including markets in emergency situation and response analysis. However, in practice, emergency practitioners have often overlooked the potential and actual role of markets in emergency and early recovery responses. A number of EMMA activities are planned for 2010 - 2011. These include: 8 global EMMA trainings, EMMA website, publications, "ask the Expert" function and awareness raising and institutionalisation across Oxfam and other agencies. &lt;/span&gt;
    &lt;li&gt;&lt;span style="font-size: 8pt"&gt;Emergency market analysis that utilizes the EMMA tool have taken place in numerous countries in the emergency setting - for example, Padang earthquake (2009), Haiti (earthquake 2010), and Pakistan (floods 2010). NGO and Donor interest in the tool has been high and is increasing. The momentum in raising awareness of EMMA and its advantages in identifying appropriate programmes that are more market orientated needs to be maintained and taken to &lt;span style="font-size: 8pt"&gt;a regional level where a number of opportunities exist.&lt;br /&gt;

This is best illustrated by some of the worst demographic indicators, including very high rate of child and maternal mortality, limited access to basic services like clean water, sanitation and hygiene. &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Afghanistan&lt;/st1:place&gt;&lt;/st1:country-region&gt;, an impoverished nation in conflict, depends on foreign aid development and humanitarian activities. Aid effectiveness is becoming more crucial than ever. Current cycle of drought conditions creating food crisis, raising unemployment, reducing water resources and worsening public health vulnerability. &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Afghanistan&lt;/st1:place&gt;&lt;/st1:country-region&gt; has been hit hard by the impact of global economic down turn and food price rise. Continuation of conditions of drought and lack of livelihood opportunities not only increasing malnutrition and deaths, also hindering achievement of the Millennium Development Goals. Oxfam has been involved in &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Afghanistan&lt;/st1:place&gt;&lt;/st1:country-region&gt; since 1962, with an active presence from 1990. Oxfam initially started by supporting partners and from 1990 directly providing emergency relief and development work including &lt;st1:State w:st="on"&gt;&lt;st1:place w:st="on"&gt;WASH&lt;/st1:place&gt;&lt;/st1:State&gt; (Water, Sanitation and Hygiene), agriculture, livelihoods, and advocacy. The southern Sudan programme is currently implementing Public Health, Livelihoods and Emergency Preparedness Programmes in Upper Nile, Lakes and Western Equatoria states.&amp;nbsp;&lt;/span&gt;&lt;span style="font-size: 10pt; font-family: Arial"&gt;We are currently looking for a dynamic, experienced and knowledgeable Public Health Engineer to enhance the impact of our work in southern Sudan.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left: 0cm; text-indent: 0cm; text-align: justify"&gt;&lt;strong&gt;The Role&lt;/strong&gt;&lt;/p&gt;
&lt;p style="margin-left: 0cm; text-indent: 0cm; text-align: justify"&gt;As the post holder you will have strategic oversight of Oxfam's public health strategy and operations across all Oxfam's areas of operation in southern Sudan.&amp;nbsp;As such, you will be expected to make specific technical and strategic recommendations to the Deputy Country Director, and to closely advise the Programme Managers and teams on implementation. You will help to ensure the public health programme remains dynamic, using scenario planning to anticipate future public health needs and developing new programme approaches to respond to the changing needs of the people in southern Sudan. Furthermore you will be expected to ensure gender mainstreaming is properly addressed through programme assessment, planning and implementation. You will liaise with the Oxfam technical advisors in Nairobi, Oxford to ensure a consistent approach is taken on technical issues in similar contexts, and that the southern Sudan programme learns from elsewhere. Additionally you will analyse, coordinate and communicate complex public health information at many levels to a wide audience, both internal to Oxfam and to external actors such as Government Authorities, UNICEF and relevant INGOs. You will assist in the design and implementation of effective monitoring and evaluation of the programme to help in routine impact analysis. You will be expected to lead on the development and production of technical proposals to donors and provide technical input into internal and donor reports as well as contribute to the development of policy positions based on practical lessons learned. &lt;/p&gt;
&lt;p style="margin-left: 0cm; text-indent: 0cm; text-align: justify"&gt;&lt;strong&gt;The Person&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: Arial"&gt;To be successful in this role you will have a recognised degree qualification in Public Health Engineering as well as substantial experience in managing public health programmes, preferably with experience in insecure contexts. You will have a sound understanding of participatory and community-based approaches to public health, with previous experience of building the capacities of local staff and partners. Strong leadership skills and several years' experience of working in a management position within a team structure are essential.&amp;nbsp;Proven ability to think and plan strategically as well as support the leadership of the Country Management team will also be critical for this role. Your communication and interpersonal skills will be excellent and you will be able to produce quality information proposals, analysis and reports. You will have knowledge and experience of computer systems and above average self-management skills with ability to prioritise own workload and work independently to achieve results and meet deadlines. You should be willing to work and travel at short notice and sometimes harsh and insecure conditions.&lt;/span&gt;&lt;/p&gt;
