Tajikistan is the poorest of the former Soviet Republics. The economy has deteriorated dramatically since the end of Soviet rule - and made worse by civil war during the 1990s and extended periods of drought. The Khatlon region is home to some of the poorest and most vulnerable people who live at a subsistence level. At Oxfam we're working with them, so that they can produce more food, and be better protected when threatened by natural disaster.

The role
In this two-fold challenge that focuses on 20 villages in the Khatlon Region, you'll first evaluate the impact of our work so far: the appropriateness of the technologies and methodologies we've used to roll the project out; the sustainability of community-based organisations that have been set up; the extent to which gender equality has been incorporated into programme activities. From there, you'll make recommendations to improve both our approach to partnership and capacity building and the data we use to evaluate our programmes. Day to day, this will involve developing questionnaires, carrying out field visits and conducting interviews, then creating evaluation reports based on your findings.

The largest country in Africa, Sudan, has suffered as a result of a long-standing civil war that has killed over 2 million people and displaced many more. The signing of the Comprehensive Peace Agreement has helped the effective provision of some much needed relief and development assistance to the South that was previously not possible, however, the future is now precarious. Oxfam GB is looking at how to best leverage change in multiple areas of Southern Sudan, through short and long-term programme interventions, bridging humanitarian, development and advocacy work. If you are keen to lead on making that change work, and be involved in a period of major political and social shift, then you are just the person we are looking for.

Reporting to the country director, you will be responsible for the management of operational activity within the programme. You will provide strategic leadership and direction to all programme teams, to deliver strong programmes in women's rights, public health, peace building, livelihoods, emergency response and disaster/risk reduction. You will also analyse the social, economic and political context in Southern Sudan in order to help ensure proper management of Oxfam GB's responsibilities in Southern Sudan. Equally important, you will represent Oxfam at various levels, as well as support on policy and communication related issues, connecting people in communities to Oxfam's global voice. You will plan and implement fundraising plans as well as produce, analyse and assimilate the use of programme information from diverse sources.
